This distinction makes all the difference in dealing with the problem. There are some steps you can follow if the site is down for everyone and other steps if it is not available just for you.
Finding out if a website is not available to everyone or just you is the easy part. There are several sites that can help you with this task. The most popular is: Down for Everyone or Just Me .

The site is really down
The issue could be anything. For example:
- a webmaster who forgot to pay the hosting bill,
- an expired domain,
- a server experiencing a problem
- an ISP problem.
One of the things you can do for such a site is to contact the hosting provider to investigate the problem and direct you to it.
When the site is not the problem
If the Down for Everyone or Just Me crawler identified the site as online, then the problem must be local. There are several factors that can be responsible for not being able to see a website.
The following steps can help you diagnose the problem.
1. Check the URL again. Incorrectly entering URLs is one of the most common reasons why you may not be able to access a web page. The wrong URL may redirect to a different site or error page, making it appear that the requested site is down.
2. Try opening the site on a different device. For example, if this is the first time you have tried it on your personal laptop, try it on a family member laptop using the same connection.
3. Try to log in to the site with a different web browser. There may be plugins / extensions in your browser that prevent you from accessing this site.
4. Restart the web browser. If you are using a tablet or smartphone, close the browser application completely before trying again.
If the site is still down, restart your entire device.
5. Clear your browser cache. There may be cached files that interfere with your browser’s ability to access new web pages.
6. Scan your computer for malware. A virus could possibly interrupt your internet access.
7. Treat the site as a blocked site. For whatever reason, your network or device may have blocked the site, so trying to remove that block may be helpful.
Some techniques for removing a site block include some of the steps you have already tried, such as connecting to Wi-Fi and using your mobile network, using a VPN service, and trying to access the site through a Web proxy.
8. Restart your router. This is a solution for when no site is loading or when all the sites are relatively slow, but you can try it in your own script.
9. Contact your ISP and / or web hosting provider. At this point, you have done what you can, and all you have to do is ask your service provider if they have blocked the site or if they have trouble accessing it.
